BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 **DRAFT** COMMITTEE MEETING MINUTES November 9, 2023 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, November 9, 2023, at 9:00 a.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 515 (S-1) (Sen. Bayer) with recommendation. 2. Reported SB 516 (Sen. Shink) with recommendation. 3. Reported SB 517 (S-1) (Sen. Chang) with recommendation. 4. Reported SB 600 (S-2) (Sen. Santana) with recommendation. 5. Reported SB 601 (S-3) (Sen. Santana) with recommendation. The Chair called the meeting to order at 9:12 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from the November 2, 2023. Without objection, the minutes were adopted. The Chair brought up SB’s 515-517. The Chair invited the following individuals to present testimony regarding SB’s 515-517: Ashley Steffen, MI Department of Attorney General – Support Melissa Palopu, MI Department of Attorney General – Support Danielle Hagema-Clark, MI Department of Attorney General – Support Sen. Chang offered amendment #1 to SB 515 and summarized the amendment. The Chair entertained a motion by Sen. Shink to adopt amendment #1 to SB 515. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the amendment was adopted. The Chair entertained a motion by Santana to report SB 515, as amended, as a clean substitute, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Irwin to report SB 516 to the floor with recommendation that it pass. Wojno entered the meeting. Sen. Chang offered amendment #1 to SB 517 and summarized the amendment. The Chair entertained a motion by Sen. Shink to adopt amendment #1 to SB 517. Santana to adopt the (S-2) version of SB 600.
