BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES February 1, 2024 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Thursday, February 1, 2024, at 9:00 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4824 (Rep. Donavan McKinney) with recommendation. 2. Reported HB 4825 (Rep. Jenn Hill) with recommendation. 3. Reported HB 4826 (Rep. Sharon MacDonell) with recommendation. 4. Testimony regarding SB 602 (S-1) (Sen. Kevin Hertel). The Chair called the meeting to order at 9:00 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers and Bellino, a quorum was present. The Chair entertained a motion by Sen. Polehanki to adopt the meeting minutes from January 24, 2024. Without objection, the minutes were adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4824, HB 4825 and HB 4826: Sydney Hart and James Clift, EGLE – Support Ben Tirrell, MI Farm Bureau – Opposition David Lossing, Huron River Watershed Council – Support The Chair entertained a motion by Sen. Polehanki to report HB 4824 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, and Hertel. Nays: Sen.(s) Hauck, Webber, Lauwers, and Bellino. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Wojno to report HB 4825 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, and Hertel. Nays: Sen.(s) Hauck, Webber, Lauwers, and Bellino. The motion prevailed and the bill was reported. Page 1 of 2 The Chair entertained a motion by Sen. McCann to report HB 4826 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, and Hertel. Nays: Sen.(s) Hauck, Webber, Lauwers, and Bellino. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Hertel to adopt the (S-1) version of SB 602. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, and Bellino. Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony regarding SB 602 (S-1): Stewart Sanders, Newago Co. Register of Deeds – Support Katie Kelly, President of Register of Deeds Association – Support Lisa Brown, Oakland County Clerk – Support Craig Jones, Chief Register of Deeds, Oakland Co – Support Brian Westrin, Michigan Realtors – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 602 (S- 1) Mack Jones, LARA– Neutral Brad Ward, MI Realtors – Support There being no further business before the committee, the Chair moved to adjourn the committee.
