HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES Wednesday, April 15, 2026 Noon. Room 519, House Office Building The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Foreman, Myers Phillips and Wooden. Absent: Rep. Arbit. Excused: Rep. Arbit. Representative Wortz moved to adopt the meeting minutes from March 11, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4708 before the committee: HB 4708 (Rep. St. Germaine) A bill to amend 1998 PA 362, entitled "Michigan marina and boatyard storage lien act," by amending section 5 (MCL 570.375), as amended by 2016 PA 286. Representative St. Germaine moved to report out HB 4708 with recommendation. The motion prevailed 16-0-0: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Foreman, Myers Phillips and Wooden. Nays: None. Pass: None. The Chair laid HB 5301 before the committee: HB 5301 (Rep. Bohnak) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 40113 (MCL 324.40113), as added by 1995 PA 57. Representative Bohnak moved to report out HB 5301 with recommendation. The motion prevailed 13-0-3: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott and Wooden. Nays: None. Pass: Reps. Weiss, Foreman and Myers Phillips. The Chair laid HB 5308 before the committee: HB 5308 (Rep. Borton) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 80124a (MCL 324.80124a), as amended by 2005 PA 271. A substitute (H-1) to HB 5308 was previously adopted at the March 11, 2026, meeting. Representative Fairbairn moved to report out HB 5308 with recommendation, as substitute (H-1). The motion prevailed 15-0-1: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Foreman and Wooden. Nays: None. Pass: Rep. Myers Phillips. The Chair laid HB 4733 before the committee: HB 4733 (Rep. Pavlov) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 48721 (MCL 324.48721), as amended by 2018 PA 529. Representative Alexander testified in support of HB 4733. Questions and discussions followed. Amanda Arnold, Brandon Kieft, and Seth Herbs, representing the Michigan Department of Natural Resources, testified in opposition to HB 4733. Questions and discussions followed. The following person submitted a card in opposition to HB 4733, but did not wish to speak: Robert Kettner. The Chair laid a presentation from the Michigan Association of Conservation Districts before the committee. Rivka Hodgkinson gave a presentation on conservation district funding to the committee. Questions and discussion followed. Representative Bohnak moved to excuse Representative Arbit from the meeting. There being no objection the motion prevailed by unanimous consent.
