BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES February 6, 2024 A meeting of the Senate Committee on Local Government was scheduled for Tuesday, February 6, 2024, at 1:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 4857 (Rep. Steckloff). 2. Testimony regarding SB 662 (Sen. Bayer). The Chair called the meeting to order at 1:02 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Klinefelt, Sen.(s) Wojno, Moss, Shink, Hoitenga and Daley, a quorum was present. The Chairman entertained a motion by Sen. Moss to adopt the meeting minutes from November 7, 2023. Without objection the minutes were adopted. The Chair brought up HB 4857 and invited Rep. Steckloff, to summarize the bill. The Chair invited the following individual to present testimony regarding HB 4857: Marilyn Trent, Rochester City Councilwoman – Support Julie Dye, Citizen – Support Nichole Keway Biber, Citizen – Support The cards were read of those individuals not wishing to present testimony regarding HB 4857: Emily Smith, MI Environmental Council – Support David Lessing, Huron River Watershed Council – Support Tim Minotas, Sierra Club Michigan – Support Sean McBrearty Clean Water Action - Support The Chair brought up SB 662 and invited Chloe Grabowski, of Sen. Bayer’s office to summarize the bill. The Chair invited the following individual to present testimony regarding SB 662: Stacy Hissong, MI Association of Counties – Support Bob Frye, MI Waterfront Alliance – Oppose Sydney Hart and Luke Trumble, EGLE – Support Eric Ostergren, Citizens for Higgins Lake Legal Level – Oppose Rebecca Esselman, Huron River Watershed Council - Support The cards were read of those individuals not wishing to present testimony regarding SB 662: Mike Spence, Southeast MI Council of Governments – Support Logan Vorce, MI League of Conservation Voters – Support Emily Smith, Michigan Environmental Council – Support Tim Minotas, Sierra Club Michigan – Support Sam Boumis, Higgins Lake Property Owners Association – Oppose The Chair moved to excuse absent members from the meeting. Without objection, Sen. Bayer was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
