BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2426 FAX: (517) 373-2964 COMMITTEE MEETING MINUTES February 6, 2024 A meeting of the Senate Committee on Natural Resources and Agriculture was scheduled for Tuesday, February 6, 2024, at 3:00 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 4596 (Rep. Mentzer). The Chair called the meeting to order at 3:02 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Shink, Sen.(s) Cherry, Singh, Daley and Hoitenga, a quorum was present. The Chair entertained a motion by Sen. Singh to adopt the meeting minutes from October 17, 2023. Without objection, the minutes were adopted. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen.(s) Polehanki and Victory were excused from the meeting. The Chair invited Ben Poulson from Rep. Mentzer's office to explain HB 4596. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4596: Lance Biinoniemi, MI Infrastructure and Transportation Assoc. – Support Mike Spence, Southeast MI Council of Governments – Support John Foumier, City of Ann Arbor – Support Liz Kirkwood, For the Love of Water – Support John LaMacchia, Michigan Municipal League – Support Candice Miller, Macomb Co. Public Works Commissioner – Support Chris Semrinec, MI League of Conservatoin Voters – Support Sydney Hart, EGLE – Support Horst Schmidt, U.P. Environmental Council – Support Samantha Pickering, Michigan Environmental Council – Support Jason Hayes, Mackinac Center - Energy and Environmental Policy – Opposition Mike Campagnoni, MI Water Environment Assoc. and American Water Works Assoc. – Support Tim Minotas, Sierra Club - MI Chapter – Support Brian Reed, Delta Township, MI – Support Jamie Logan, American Cleaning Institute – Support Page 1 of 2 There being no further business before the committee, the Chair moved to adjourn the committee.
