BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7800 FAX: (517) 373-9310 COMMITTEE MEETING MINUTES February 6, 2024 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Tuesday, February 6, 2024, at 3:00 p.m., in the 1200 Room of the Binsfeld Building. The agenda summary is as follows: 1. Adopted updated committee rules. 2. Testimony regarding HB 4511 (Rep. Rheingans). 3. Testimony regarding HB 4512 (Rep. Fitzgerald). 4. Presentation regarding Updates on the Gordie Howe International Bridge Project. The Chair called the meeting to order at 3:01 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Geiss, Sen.(s) Klinefelt, Wojno, Hertel, Chang, McCann, McBroom, Victory, and Bumstead, a quorum was present. The Chair entertained a motion by Sen. Klinefelt to adopt the updated 2023-2024 committee rules. The vote was as follows: Yeas: Chair Geiss, Sen.(s) Klinefelt, Wojno, Hertel, Chang, McCann, McBroom, Victory, and Bumstead Nays: None The motion prevailed and the updated committee rules were adopted. The Chair entertained a motion by Sen. Wojno to adopt the meeting minutes from November 7, 2023. Without objection, the minutes were adopted. The Chair brought up HB’s 4511 and 4512 and invited Ryan Bartholomew, of Rep. Rheingans’ office, and Christopher Wardell, of Rep. Fitzgerald’s office, to summarize the bills. The Chair invited the following individuals to present testimony regarding HB 4511 and HB 4512: Lew Moquin, Child Passenger Safety Technician Instructor – Support Dr. Jonathan Gold, MI Chapter of the American Academy Pediatrics – Support Matthew Gezequel, Citizen – Support Page 1 of 2 The following cards were turned in of those individuals not wishing to testify before the committee regarding HB 4511 and HB 4512: Sgt. Kristina Droste, Michigan State Police - Support Kevin McKinney, MI Osteopathic Assoc. – Support Heather Nicholoff, MI Council of Nurse Practitioners – Support Amy Zaagman, MI Council for Maternal & Child Health - Support The Chair invited Heather Grondin, Chief Relations Officer at the Windsor-Detroit Bridge Authority and Stephanie Campeau, Director of Stakeholder and Community Relations at the Windsor-Detroit Bridge Authority to give the committee a presentation regarding the Gordie Howe International Bridge project update. The Chair moved to excuse absent members from the meeting. Without objection, Sen. Bellino Jr. was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
