BILL SCHUETTE CHAIR COMMITTEE MEETING MINUTES Thursday, April 16, 2026 10:30 AM Room 428, State Capitol Building The House Committee on Rules was called to order by Chair Schuette. The Chair requested attendance to be called: Present: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus, DeBoer, Witwer, Liberati and Herzberg. Absent: None. Excused: None. Representative DeBoer moved to adopt the meeting minutes from March 19, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4935 before the committee: HB 4935 (Rep. Fairbairn) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 16601 (MCL 333.16601), as amended by 2018 PA 463, and by adding sections 16187b and 16611a. Representative Fairbairn and Sandy Sutton, representing the Michigan Dental Hygienists' Association, testified in support of HB 4935. Questions and discussions followed. Bryce Fisher, representing My Community Dental Centers, testified in support of HB 4935. Dr. Mark Johnston DDS testified in opposition to HB 4935. Questions and discussions followed. Outman) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 19a, 675, 803d, and 803h (MCL 257.19a, 257.675, 257.803d, and 257.803h), section 19a as amended by 2002 PA 618, section 675 as amended by 2018 PA 179, and sections 803d and 803h as amended by 2018 PA 62. Representative Outman and Ann Sheehan, representing the Michigan Council of Nurse Practitioners, testified in support of HB 5644. Questions and discussions followed.
