BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES February 7, 2024 A meeting of the Senate Committee on Elections and Ethics was scheduled for Wednesday, February 7, 2024, at 3:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Adopted Revised Senate Elections and Ethics Committee Rules. 2. Testimony regarding HB 4127 (Rep. Tsernoglou) and HB 4128 (Rep. Young). The Chair called the meeting to order at 3:07 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang and Johnson, a quorum was present. The Chairman entertained a motion by Sen. Wojno to adopt the revised committee rules. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, and Johnson. Nays: None The motion prevailed and the rules were adopted. The Chair entertained a motion by Sen. Chang to adopt the meeting minutes from November 8, 2023. Without objection, the minutes were adopted. The Chair invited Alex Birkle from Representative Tsernoglou's office to explain House Bills 4127 and 4128. Member questions followed. The Chair invited the following individuals to present testimony regarding HB 4127 and HB 4128: Marie Wicks, East Lansing Clerk – Support Emma Crabtree, East Lansing Council Secretary – Support Robyn Sanders, The Brennan Center for Justice – Support Katie O'Sullivan-See, Moms Demand Action – Support Kim Murphy-Kovalick, Voters Not Politicians – Support Carolyn Normandin, Anti-Defamation League – Support Jessie Ojeda, Giffords Fellow – Support Erica Peresman, Promote the Vote – Support Tom Lambert, Michigan Open Carry – Opposition Page 1 of 2 Sheree Ritchie, PIME – Opposition The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4127 and HB 4128: Merissa Kovach, ACLU – Support Brenden Roodreau, Great Lakes Gun Rights – Opposition Logan Vorce, Michigan League of Conservation Voters – Support Brady Schickinger, Michigan Coalition for Responsible Gun Owners – Opposition Paul Dalrymple, self – Opposition Judy Karandjeff, League of Women Voters of Michigan – Support Kelsey Rogers, Campaign Legal Center – Support Linda Danders, Lansing Moms Demand Action – Support Ramya Swami, Brady United Against Gun Violence – Support Kim Meltzer, Clinton Twp. Clerk – Opposition Bill Zaagman, Assoc. of Municipal Clerks – Support Erin Schor, Michigan Dept of State – Support The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. McBroom was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
