BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-6960 FAX: (517) 373-0897 COMMITTEE MEETING MINUTES February 14, 2024 A joint meeting of the Senate Committee on Appropriations was scheduled for Wednesday, February 14, 2024, at 2:00 p.m., in the Harry Gast Senate Appropriations Room of the State Capitol Building. The agenda summary is as follows: 1. Adopted the revised committee rules. 2. Overview of Governor Whitmer’s fiscal year 2024 and 2025 budget recommendations by Kathryn Summers, Director of the Senate Fiscal Agency. The Chair called the meeting to order at 2:00pm. The Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Anthony, Sen.(s), McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Camilleri, Klinefelt, McMorrow, Bumstead, Albert, Damoose, Huizenga, Outman and Theis, a quorum was present. The Chair made a motion, supported by Sen. Hertel, to adopt the committee meeting minutes from November 8, 2023 and February 7, 2024. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Bumstead, supported by Sen. Santana, to adopt the revised committee rules. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Klinefelt, McMorrow, Camilleri, Bumstead, Albert, Damoose, Huizinga, Outman, and Theis Nays: None The motion prevailed and the updated rules were adopted. At 2:05pm, Sen.(s) McCann and Cavanagh entered the meeting. The Chair invited Kathryn Summers of the Senate Fiscal Agency to give the committee an overview of Governor Whitmer’s fiscal year 2024 and 2025 budget recommendations. David Zinn, Ryan Bergan, John Maxwell, Michael Siracuse, Corey Savino and Bobby Canell, helped answer questions regarding the proposed budget. There being no further business before the committee, the Chair entertained a motion by Sen. Cherry, supported by the Sen. Cavanagh, to adjourn the Senate Committee on Appropriation at 3:00p.m. Without objection, the committee was adjourned. Approved: 2-21-24 Page 1 of 1
