BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES February 20, 2024 A meeting of the Senate Committee on Local Government was scheduled for Tuesday, February 20, 2024, at 1:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 662 (S-2) (Sen. Bayer) with recommendation. 2. Reported HB 4857 (Rep. Steckloff) with recommendation. 3. Reported SB 721 (Sen. Moss) with recommendation. 4. Testimony regarding SB 705 (Sen. Wojno). The Chair called the meeting to order at 1:35 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink, Hoitenga and Daley, a quorum was present. The Chairman entertained a motion by Sen. Moss to adopt the meeting minutes from February 6, 2024. Without objection the minutes were adopted. The Chair brought up SB 662 (S-2), and invited Sen. Bayer to summarize the (S-2). The cards were read of those individuals not wishing to present testimony regarding SB 662: Bob Frye, Michigan Waterfront Alliance – Oppose Higgins Lake Property Owners Association – Oppose Eric Ostergren, Citizens for Higgins Lake Legal Level – Oppose The Chair entertained a motion by Sen. Bayer to adopt the (S-2) version of SB 662. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink, Hoitenga and Daley Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Wojno to report SB 662 (S-2) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink and Daley Nays: Sen. Hoitenga The motion prevailed and the bill was reported. The Chair brought up HB 4857. The cards were read of those individuals not wishing to present testimony regarding HB 4857: Peter D’Arienzo, John Ball Zoo - Support The Chair entertained a motion by Sen. Moss to report HB 4857 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink and Daley Nays: Sen. Hoitenga The motion prevailed and the bill was reported. The Chair brought up SB 721 and invited Sen. Moss to summarize the bill. The Chair invited the following individuals to present testimony regarding SB 721: Emily D’Agostini Kunath, D’Agostini Companies – Support Ed Eickhoff, Agree Reality – Support David Pierson, Real Property Law Section of the State Bar of Michigan - Support The committee went at ease from 1:55 p.m. to 1:56 p.m. The cards were read of those individuals not wishing to present testimony regarding SB 721: Brad Ward, Michigan Realtors – Support Sam Olson, Community Associations Institute of Michigan – Support The Chair entertained a motion by Sen. Moss to report SB 721 to the floor with recommendation that it pass. The Chair brought up SB 705, and invited Sen. Wojno to summarize the bill.
