HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTION INTEGRITY REP. RACHELLE SMIT CHAIR COMMITTEE MEETING MINUTES Tuesday, April 21, 2026 9:00 AM Room 307, House Office Building The House Committee on Election Integrity was called to order by Chair Smit. The Chair requested attendance to be called: Present: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Wooden, Koleszar and Xiong. Absent: None. Excused: None. Representative Hoadley moved to adopt the meeting minutes from March 17, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5091 before the committee: HB 5091 (Rep. Steele) A bill to amend 2023 PA 281, entitled "Public officers financial disclosure act," by amending section 3 (MCL 15.703), as amended by 2025 PA 3. Representative Xiong offered the following amendments to HB 5091: 1. Amend page 3, line 1, after "commissioner" by striking out the balance of the line through "census" on line 3. 2. Amend page 3, line 4, after "executive" by striking out the balance of the line through "census" on line 6. Representative Xiong spoke to her amendments. Representative Xiong moved to adopt the amendments to HB 5091. The motion did not prevail 3-4-2: UNFAVORABLE ROLL CALL Yeas: Reps. Wooden, Koleszar and Xiong. Nays: Reps. Smit, Fox, Alexander and Pavlov. Pass: Reps. Outman and Hoadley. Representative Koleszar offered the following amendments to HB 5091: 1. Amend page 3, line 1, after "commissioner" by striking out the balance of the line through "census" on line 3. 2. Amend page 3, line 4, after "executive" by striking out the balance of the line through "census" on line 6. 3. Amend page 3, following line 6, by inserting: "(ix) A county clerk. (x) A county treasurer. (xi) A register of deeds. (xii) A county prosecuting attorney. (xiii) A county sheriff. (xiv) A county drain commissioner.". Representative Koleszar spoke to his amendments. Representative Koleszar moved to adopt the amendments to HB 5091. The motion did not prevail 3-2-4: UNFAVORABLE ROLL CALL Yeas: Reps. Wooden, Koleszar and Xiong. Nays: Reps. Smit and Fox. Pass: Reps. Outman, Alexander, Hoadley and Pavlov. Representative Fox moved to report out HB 5091 with recommendation. The motion prevailed 6-0-3: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley and Pavlov. Nays: None. Pass: Reps. Wooden, Koleszar and Xiong. The Chair laid HB 5717 before the committee: HB 5717 (Rep. Wortz) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 373 (MCL 168.373). Representative Outman moved to adopt substitute (H-1) to HB 5717. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Wooden, Koleszar and Xiong. Nays: None. Pass: None. Representative Hoadley moved to report out HB 5717 with recommendation, as substitute (H-1). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Wooden, Koleszar and Xiong. Nays: None. Pass: None. The following people submitted a card in support of HB 5717, but did not wish to speak: Graham Filler, representing Secure Democracy. Judy Allen, representing the Michigan Townships Association. The following person submitted a card in support of HB 5717 and HB 5091, but did not wish to speak: Sheree Ritchie, representing Pure Integrity Michigan Elections.
