BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-5100 FAX: (517) 373-5115 **DRAFT** COMMITTEE MEETING MINUTES February 22, 2024 A meeting of the Senate Committee on Energy and Environment was scheduled for Thursday, February 22, 2024, at 1:00 p.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 398 (S-2) (Sen. McCann) with recommendation. 2. Testimony regarding SB 663 (Sen. Shink). 3. Testimony regarding SB 687 (Sen. McCann). The Chair called the meeting to order at 1:03 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, Polehanki, Lauwers, Damoose, Outman, Hauck, and Bellino, a quorum was present. The Chair entertained a motion by Sen. McDonald Rivet to adopt the meeting minutes from February 15, 2024. Without objection, the minutes were adopted. Sen. Chang offered an (S-2) version of SB 398. The Chair invited Sen. Chang to summarize the (S-2) version of SB 398. The following cards were read of those individuals not wishing to testify before the committee regarding SB 398: Liz Kirkwood, FLOW – Support Christy McGillivray, Sierra Club – Support Justin Tomei, Michigan United Conservation Clubs – Support The Chair entertained a motion by Sen. Chang to adopt the (S-2) version of SB 398. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, Polehanki, Lauwers, Damoose, Outman, Hauck, and Bellino Nays: None Page 1 of 2 The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Bayer to report the (S-2) version of SB 398 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, Polehanki, Lauwers, Damoose, Outman, Hauck, and Bellino Nays: None The motion prevailed and the bill was reported. The Chair invited Sen. Shink to summarize SB 663.
