- HOUSE OF REPRESENTATIVES COMMITTEE ON FINANCE REP. MARK TISDEL CHAIR COMMITTEE MEETING MINUTES Tuesday, April 21, 2026 10:30 AM Room 521, House Office Building The House Committee on Finance was called to order by Chair Tisdel. The Chair requested attendance to be called: Present: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Alexander, Aragona, Schuette, Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Absent: None. Excused: None. Representative Hoskins moved to adopt the meeting minutes from March 17, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5572 and HB 5573 before the committee: HB 5572 (Rep. Harris) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 7o (MCL 211.7o), as amended by 2006 PA 681. HB 5573 (Rep. Snyder) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 7o (MCL 211.7o), as amended by 2006 PA 681. Representative Harris, joined by Representative Snyder, testified in support of HB 5572 and HB 5573. Questions and discussion followed. Dalton Herbel, representing LeadingAge Michigan, joined by Adam Kinder, representing Holland Home, and Rich Acho, representing Lourdes Senior Community, testified in support of HB 5572 and HB 5573. Questions and discussion followed. John LaMacchia, representing the Michigan Municipal League, joined by Marie Sherry, representing the City of Dexter, Juan Ganum, representing the City of Holland, and Mayor Stephen Kepley, representing the City of Kentwood, testified in opposition of HB 5572 and HB 5573. Questions and discussion followed. The following people submitted a card in opposition to HB 5572 and HB 5573, but did not wish to speak: Sean Sorenson-Abbott, representing the Michigan Department of Treasury. Judy Allen, representing the Michigan Townships Association. The following person submitted a card in support of HB 5572 and HB 5573, but did not wish to speak: Roger Myers, representing the Presbyterian Villages of Michigan.
