BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES February 29, 2024 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Thursday, February 29, 2024, at 9:00 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 702 (Sen. Singh). 2. Reported SB 544 (S-3) (Sen. Klinefelt) with recommendation. 3. Reported SB 545 (Sen. Klinefelt) with recommendation. The Chair called the meeting to order at 9:00 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers and Bellino, a quorum was present. The Chair entertained a motion by Sen. Polehanki to adopt the meeting minutes from February 15, 2024. Without objection, the minutes were adopted. The Chair invited Senator Singh to summarize SB 702. Member questions followed. The Chair invited the following individuals to present testimony regarding SB 702: Scott Weaver, Aveda Douglas J Institutes – Support David Dagenais, Michigan College of Beauty – Support Bryan Black, Paul Mitchell Schools – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 702: Michigan Association of Beauty Professionals – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 544 and (S-3): Mack Jones, LARA– Support Jared Rozycki, Michigan Funeral Directors Association – Support The Chair entertained a motion by Sen. McCann to adopt the (S-3) version of SB 544. The vote was as follows: Page 1 of 2 Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the (S-3) was adopted. The Chair entertained a motion by Sen. Polehanki to report the (S-3) version of SB 544 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, and Lauwers. Nays: Sen.(s) Bellino. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Hauck to report SB 545 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, and Lauwers. Nays: Sen.(s) Bellino. The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
