The agenda summary is as follows: 1. Reported SB 663 (Sen. Shink) with recommendation. 2. Reported SB 687 (S-1) (Sen. McCann) with recommendation. 3. Testimony regarding SB 504 (Sen. McDonald Rivet). 4. Presentation regarding the Michigan Geological Survey on Carbon Sequestration. The Chair called the meeting to order at 1:37 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, Polehanki, Lauwers, Damoose, Outman, Hauck, and Bellino, a quorum was present. The following cards were read in of those individuals not wishing to testify before the committee regarding SB 663: David Lossing, Huron River Watershed Council – Support Kelly Turner, Potato Growers of Michigan – Oppose The Chair entertained a motion by Sen. Shink to report SB 663 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, and Polehanki Nays: Sen.(s) Lauwers, Damoose, Outman, Hauck, and Bellino The motion prevailed and the bill was reported. Sen. Hauck offered amendments #1 and #2 to SB 687. The Chair invited Sen. Hauck to summarize amendments #1 and #2 to SB 687. Page 1 of 3 The Chair entertained a motion by Sen. Hauck to adopt the Hauck amendment #1 to SB 687. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Hertel, Camilleri, Chang, Polehanki, Lauwers, Damoose, Outman, Hauck, and Bellino Nays: Sen. Bayer Pass: Sen.(s) Singh and Shink The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. Hauck to adopt the Hauck amendment #2 to SB 687. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Shink, Hertel, Camilleri, Chang, Polehanki, Lauwers, Damoose, Outman, Hauck, and Bellino Nays: None Pass: Sen. Bayer The motion prevailed and the amendment was adopted. The Chair offered, and summarized, amendments #3 and #4 to SB 687. The Chair made a motion to adopt the McCann amendment #3 to SB 687. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, and Polehanki Nays: Sen.(s) Lauwers, Damoose, Outman, Hauck, and Bellino The motion prevailed and the amendment was adopted. The Chair made a motion to adopt the McCann amendment #4 to SB 687. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, Polehanki, Lauwers, Damoose, Outman, Hauck, and Bellino Nays: None The motion prevailed and the amendment was adopted. The Chair made a motion to report SB 687, as amended, as a clean substitute, to the floor with recommendation that it pass. The Chair invited Sen. McDonald Rivet to summarize SB 504. The Chair invited the following individuals to present testimony regarding SB 504: Jason Griffin, Hemlock Semiconductor – Support The following cards were read in of those individuals not wishing to testify before the committee regarding SB 504: Tim Minotas, Sierra Club – Oppose Veronica Horn, Saginaw County Chamber of Commerce – Support Matt Felan, Great Lakes Bay Region Alliance – Support Tony Stamas, Midland Business Alliance – Support Chris Iannuzzi, Consumers Energy – Support Page 2 of 3 The Chair invited Autumn Haagsma, Director of the Michigan Geological Repository for Research and Education and the Assistant Director of the Michigan Geological Survey, to give a presentation regarding the Michigan Geological Survey on Carbon Sequestration. There being no further business before the committee, the Chair moved to adjourn the committee.
