BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7748 FAX: (517) 373-1387 COMMITTEE MEETING MINUTES March 13, 2024 A meeting of the Senate Committee on Finance, Insurance, and Consumer Protection was scheduled for Wednesday, March 13, 2024, at 12:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 237 (S-5) (Sen. Hertel) with recommendation. 2. Reported SB 238 (Sen. Victory) with recommendation. 3. Reported HB 4905 (Rep. Farhat) with recommendation. 4. Reported HB 4906 (S-3) (Rep. Andrews) with recommendation. The Chair called the meeting to order at 12:36 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Cavanagh, Sen.(s) Irwin, McCann, Bayer, Camilleri, Huizenga, Theis and Daley, a quorum was present. The Chair entertained a motion by Sen. McCann to adopt the meeting minutes from March 6, 2024. Without objection, the minutes were adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 237 and SB 238: Charlotte Jameson, Michigan Environmental Council – No Position The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4905, HB 4906, SB 237 and SB 238: Barbara Comstock, Net Choice – Support The Chair entertained a motion by Sen. Irwin to adopt the (S-5) version of SB 237. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Irwin, McCann, Bayer, Camilleri, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the (S-5) was adopted. The Chair entertained a motion by Sen. Huizenga to report the (S-5) version of SB 237 to the floor with recommendation that it pass. The vote was as follows: Page 1 of 2 Yeas: Chair Cavanagh, Sen.(s) Irwin, McCann, Camilleri, Huizenga, and Daley. Nays: Sen.(s) Theis. Pass: Sen.(s) Bayer. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Camilleri to report SB 238 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Irwin, McCann, Camilleri, Huizenga, and Daley. Nays: Sen.(s) Theis. Pass: Sen.(s) Bayer. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Camilleri to report HB 4905 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Irwin, McCann, Camilleri, Huizenga, and Daley. Nays: Sen.(s) Theis. Pass: Sen.(s) Bayer. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. McCann to adopt the (S-3) version of HB 4906. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Irwin, McCann, Bayer, Camilleri, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the (S-3) was adopted. The Chair entertained a motion by Sen. Daley to report the (S-3) version of HB 4906 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Irwin, McCann, Camilleri, Huizenga, and Daley. Nays: Sen.(s) Theis. Pass: Sen.(s) Bayer. The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
