BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES March 14, 2024 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Thursday, March 14, 2024, at 9:00 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 546 (Sen. Hauck) with recommendation. 2. Reported SB 789 (S-1) (Sen. Irwin) with recommendation. 3. Reported SB 702 (S-1) (Sen. Singh) with recommendation. The Chair called the meeting to order. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers and Bellino, a quorum was present. The Chair entertained a motion by Sen. Polehanki to adopt the meeting minutes from February 29, 2024. Without objection, the minutes were adopted. Chair Moss invited Minority Vice Chair Hauck to explain SB 546. The Chair invited the following individuals to present testimony regarding SB 546: Dan Eichinger, Ferris State University – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 546: David Marvin, Liquor Control Commission – Neutral The Chair entertained a motion by Sen. Hauck to report SB 546 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the bill was reported. Chair Moss invited Senator Irwin to explain SB 789 and (S-1) substitute. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 789: Page 1 of 2 David Marvin, Liquor Control Commission – Neutral Anthony Tomey, The Tomey Group – Support Chad Wing, Easterm MI University – Support The Chair entertained a motion by Sen. Hauck to adopt the (S-1) version of SB 789. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Hauck to report the (S-1) version of SB 789 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the bill was reported. Chair Moss invited Chris Young with Sen. Singh's office explain (S-1) substitute to SB 702. The Chair entertained a motion by Sen. Polehanki to adopt the (S-1) version of SB 702. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Hertel to report the (S-1) version of SB 702 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
