BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES March 13, 2024 A meeting of the Senate Committee on Elections and Ethics was scheduled for Wednesday, March 13, 2024, at 2:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 603 (Sen. Chang) and SB 604 (Sen. Moss). 2. Adopted (S-1) substitute to SB 603 (Sen. Chang) 3. Adopted (S-1) substitute to SB 604 (Sen. Moss) The Chair called the meeting to order at 2:02 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Johnson and McBroom, a quorum was present. The Chair entertained a motion by Sen. Wojno to adopt the meeting minutes from February 21, 2024. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 603 and SB 604: Erin Schor and Adam Fracassi, MI Dept. of State – Support Joe Rozell, Oakland Co. Director of Elections – Support Melanie Macey and Erica Peresman, Promote the Vote – Support Chris Thomas, Former Director of Elections, State of Michigan – Support Quentin Turner, Common Cause – Support Paula Bowman, MI League of Women Voters – Support Lata Nott, Campaign Legal Center – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 603 and SB 604: Kim Murphy-Kovalick, Voters Not Politicians – Support Ilana Beller, Public Citizen Democracy Campaign – Support Kevin Johnson, Election Reformers Network – Support Sheri Ritchie, Pure Integrity Elections; Mid-MI Women for Conservative Values – Opposition Nicholas Occhipinti, MI LCV – Support Page 1 of 2 The Chair entertained a motion by Sen. Chang to adopt the (S-1) version of SB 603. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, and McBroom. Nays: None Pass: Sen.(s) Johnson. The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Chang to adopt the (S-1) version of SB 604. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, and McBroom. Nays: None Pass: Sen.(s) Johnson. The motion prevailed and the (S-1) was adopted. There being no further business before the committee, the Chair moved to adjourn the committee.
