BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-5100 FAX: (517) 373-5115 COMMITTEE MEETING MINUTES March 14, 2024 A meeting of the Senate Committee on Energy and Environment was scheduled for Thursday, March 14, 2024, at 1:00 p.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Testimony regarding SB 447 (Sen. Singh). 2. Reported SB 504 (Sen. McDonald Rivet) with recommendation. The Chair called the meeting to order at 1:04 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Chang, Polehanki, Lauwers, Damoose, Outman, Hauck, and Bellino, a quorum was present. The Chair entertained a motion by Sen. McDonald Rivet to adopt the meeting minutes from March 7, 2024. Without objection, the minutes were adopted. The Chair invited Sen. Singh to summarize SB 447. The Chair invited the following individuals to present testimony regarding SB 447: Amelia DeLuca, Delta Airlines – Support The following cards were read in of those individuals not wishing to testify before the committee regarding SB 504: Jeff Stoutenburg, Dow Chemical Co. – Support Kevin McKinney, Citizens Utility Board-Michigan – Oppose The Chair entertained a motion by Sen. McDonald Rivet to report SB 504 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Shink, Hertel, Camilleri, Polehanki, Lauwers, Damoose, Outman, Hauck, and Bellino Nays: None Pass: Sen.(s) Bayer and Chang Page 1 of 2 The motion prevailed and the bill was reported. The Chair invited the following individuals to present testimony regarding SB 447: John Delmotte and Jim Zook, Michigan Corn Growers Association – Support Kent Hartwig, Gevo Inc. – Support The following cards were read in of those individuals not wishing to testify before the committee regarding SB 447: Jim Grant, Middle M Management – Support Brian Shoaf, Detroit Regional Chamber – Support Chuck Lippstreu, Agribusiness Association – Support Jonathan Chowansky, UPS – Support Jane McCurry, Clean Fuels Michigan – Support Leah Robinson, Michigan Chamber of Commerce – Support The American Biogas Council – Support Andrew Vermeesch, Michigan Farm Bureau – Support Shelby Neal, Darling Ingredients – Support Garrett Brown, Growth Energy – Support There being no further business before the committee, the Chair moved to adjourn the committee.
