HOUSE OF REPRESENTATIVES COMMITTEE ON ECONOMIC COMPETITIVENESS REP. MIKE HOADLEY CHAIR COMMITTEE MEETING MINUTES Thursday, April 23, 2026 10:30 AM Room 521, House Office Building The House Committee on Economic Competitiveness was called to order by Chair Hoadley. The Chair requested attendance to be called: Present: Reps. Hoadley, Outman, Harris, BeGole, DeBoyer, St. Germaine and Grant. Absent: Reps. Bohnak, Brixie, Tate and Coffia. Excused: Reps. Bohnak, Brixie, Tate and Coffia. Representative BeGole moved to adopt the meeting minutes from March 19, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5498 and HB 5499 before the committee: HB 5498 (Rep. Borton) A bill to require certain agencies to designate certain employees to certain positions to manage the issuance of permits. HB 5499 (Rep. DeBoyer) A bill to amend 1969 PA 306, entitled "Administrative procedures act of 1969," by amending section 101 (MCL 24.301). Representative Outman moved to adopt substitute (H-1) to HB 5498. The motion prevailed 6-0-1: FAVORABLE ROLL CALL Yeas: Reps. Hoadley, Outman, Harris, BeGole, DeBoyer and St. Germaine. Nays: None. Pass: Rep. Grant. Representative DeBoyer moved to adopt substitute (H-1) to HB 5499. The motion prevailed 6-0-1: FAVORABLE ROLL CALL Yeas: Reps. Hoadley, Outman, Harris, BeGole, DeBoyer and St. Germaine. Nays: None. Pass: Rep. Grant. Representative Borton and Representative DeBoyer testified in support of HB 5498 and HB 5499. Questions and discussions followed. The following people submitted a card in support of HB 5498 and HB 5499, but did not wish to speak: Monica Martinez, representing the Institute for Responsive Government Action. Tim Langholz, representing the National Federation of Independent Businesses. Jarret Skorup, representing the Mackinac Center. Joshua Scramlin, representing the Michigan Farm Bureau. Jaime Clover Adams, representing the Michigan Food Processors Association. Eric Chappell, representing the Associated Builders and Contractors of Michigan. The following people submitted a card in opposition to HB 5498 and HB 5499, but did not wish to speak: Megan Tinsley, representing the Michigan Environmental Council. Mack Jones, representing the Michigan Department of Licensing and Regulatory Affairs. Logan Vorce, representing the Michigan League of Conservation Voters. Tim Minotas, representing the Sierra Club. Abbie Hawley, representing the Tip of the Mitt Watershed Council. David Lossing, representing the Huron River Watershed Council. The Chair laid a presentation from the Michigan State University Research Foundation before the committee. Dave Washburn, Jeff Smith, and Pete Martin, representing the Michigan State University Research Foundation, provided a presentation on the Michigan State University Research Foundation. Questions and discussions followed. Representative St. Germaine moved to excuse Representatives Bohnak, Brixie, Tate and Coffia from the meeting. There being no objection, the motion prevailed by unanimous consent. There being no further business before the committee, Chair Hoadley adjourned the meeting at 11:14 AM.
