HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. BRIAN BEGOLE CHAIR COMMITTEE MEETING MINUTES Thursday, April 23, 2026 9:00 AM Room 307, House Office Building The House Committee on Government Operations was called to order by Chair BeGole. The Chair requested attendance to be called: Present: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Absent: None. Excused: None. Representative VanderWall moved to adopt the meeting minutes from March 19, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5407 before the committee: HB 5407 (Rep. Bruck) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 7b (MCL 211.7b), as amended by 2023 PA 150. Representative Harris moved to report out HB 5407 with recommendation. The motion prevailed 3-0-2: FAVORABLE ROLL CALL Yeas: Reps. BeGole, Harris and VanderWall. Nays: None. Pass: Reps. Fitzgerald and McFall. The Chair laid HB 5167 before the committee: HB 5167 (Rep. Rigas) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding section 11531a. Noah Sliwa, representing the Office of Representative Rigas, testified in support of HB 5167. Questions and discussions followed. The following people submitted a card in opposition to HB 5167, but did not wish to speak: Pat McGinnis, representing the City of Portage. John LaMacchia, representing the Michigan Municipal League. Judy Allen, representing the Michigan Townships Association. The Chair laid HB 5836 before the committee: HB 5836 (Rep. Schriver) A bill to amend 2003 PA 225, entitled "An act to designate January 30 of each year as Fred Korematsu Day, March 31 of each year as Cesar E. Chavez Day, July 14 of each year as President Gerald R. Ford Day, and July 30 of each year as Henry Ford Day," (MCL 435.301 to 435.304) by amending the title, as amended by 2023 PA 32; and to repeal acts and parts of acts. Representative Schriver testified in support of HB 5836. Representative Paiz testified in support of HB 5836. Questions and discussions followed. Ashley Meyers testified with a neutral position on HB 5836. Representative VanderWall moved to report out HB 5836 with recommendation. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Nays: None. Pass: None. There being no further business before the committee, Chair BeGole adjourned the meeting at 9:38 AM.
