BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES April 18, 2024 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, April 18, 2024, at 12:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4718 (S-1) (Rep. Pohutsky) with recommendation. 2. Reported SB 599 (S-1) (Sen. Geiss) with recommendation. 3. Reported HB 4948 (Rep. Grant) with recommendation. 4. Reported HB 4960 (Rep. Snyder) with recommendation. 5. Reported SB 814 (Sen. Chang) with recommendation. 6. Reported SB 815 (Sen. Shink) with recommendation. The Chair called the meeting to order at 12:04 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from March 21, 2024. Without objection, the minutes were adopted. The Chair brought up HB 4718 (S-1), and invited Rep. Pohutsky to summarize the (S-1) version. The cards were read of those individuals not wishing to present testimony regarding HB 4718 (S-1): Jenn Garland, Michigan PTA – Support Ashley Steffen, Michigan Department of Attorney General – Support Mary Pollock, American Association of University Women of Michigan – Support Sharon Pedersen, Michigan Unitarian Universalist Social Justice Network - Support Sen. Runestad offered amendment #1 to HB 4781 (S-1), and summarized the amendment. The Chair entertained a motion by Sen. Runestad to adopt amendment #1 to HB 4718 (S-1). The vote was as follows: Yeas: Sen.(s) Runestad and Johnson Nays: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana The motion failed and the amendment was not adopted.
