BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2406 FAX: (517) 373-5679 COMMITTEE MEETING MINUTES April 30, 2024 A meeting of the Senate Committee on Housing and Human Services was scheduled for Tuesday, April 30, 2024, at 12:30 p.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Testimony regarding SB 539 (S-1) (Sen. Anthony). 2. Testimony regarding SB 547 (Sen. Irwin). 3. Testimony regarding SB 548 (Sen. McBroom). The Chair called the meeting to order at 12:31 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Irwin, Sen.(s) Santana, Bayer, Shink, Chang, Cherry, Geiss, Lindsey, Hoitenga, and Damoose, a quorum was present. The Chair entertained a motion by Sen. Santana to adopt the meeting minutes from April 16, 2024. Without objection, the minutes were adopted. The Chair offered an (S-1) version of SB 539. The Chair entertained a motion by Sen. Shink to adopt the (S-1) version of SB 539. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Santana, Bayer, Shink, Chang, Cherry, Geiss, Lindsey, Hoitenga, and Damoose Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited Sen. Anthony to summarize SB 539 and the (S-1) version of SB 539. The Chair invited the following individuals to present testimony regarding SB 539: Erika Farley, Rental Property Owners Association – Support At 12:39 p.m., Sen. Cavanagh entered the meeting. Page 1 of 2 The following cards were read of those individuals not wishing to testify before the committee regarding SB 539: Holly Tatman, Apartment Association of Michigan – Support Jim Kirsch, Property Management Association of Michigan – Support Jim Schaafsma, Michigan Poverty Law Program – Support John Lindley, Michigan Manufactured Housing Association – Support Shawon Cecil, Michigan Realtors – Support The Chair invited up Sen. McBroom and passed the gavel to Vice Chair Santana. The Chair and Sen. McBroom summarized SB 547 and SB 548. The Chair returned. The Chair invited the following individuals to present testimony regarding SB 547 and SB 548: Diane Redleaf, Let Grow – Support Sarah Clark, C.S. Mott Children's Hospital – Support Drew Jones, Little Seeds Child Development Center – Support Zachary Christensen, Reason Foundation – Support The following cards were read of those individuals not wishing to testify before the committee regarding SB 547 and SB 548: Dr. Daniel Seidman, Citizen – Support Lenore Skenazy, Let Grow – Support Jamie Krenz, Lakewood School Board Vice Chair – Support Dr. Adam Christensen, Citizen – Support Dr. Peter Gray, Boston College Department of Psychology – Support Jarrett Skorup, Mackinac Center for Public Policy – Support There being no further business before the committee, the Chair moved to adjourn the committee.
