BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 **DRAFT** COMMITTEE MEETING MINUTES May 2, 2024 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, May 2, 2024, at 12:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 617 (Sen. McCann). 2. Testimony regarding SB 618 (S-1) (Sen. Klinefelt). 3. Testimony regarding SB 688 (Sen. Chang). The Chair called the meeting to order at 12:03 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from April 18, 2024. Without objection, the minutes were adopted. The Chair brought up SB’s 617 -618, and invited Sen. McCann to summarize the bills. The Chair invited the following individuals to present testimony regarding SB’s 617-618: Matt Penniman, League of Michigan Bicyclists – Support Paul Rennels, Self – Support Jennifer Johnson, Self – Support The cards were read of those individuals not wishing to present testimony regarding SB’s 617-618: Brandon Lanyon, Prosecuting Attorneys Association of MI – Support Jane Horal, GoLivCo Horal Family Foundation – Support The Chair entertained a motion by Shink to adopt the (S-1) version of SB 618. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the (S-1) was adopted. The Chair brought up SB 688 and summarized the bill for the committee. The Chair invited the following individuals to present testimony regarding SB 688: Dean Sheryl Kubiak, Wayne State University – Support The cards were read of those individuals not wishing to present testimony regarding SB 688: Jennifer Peacock, Michigan Center for Youth Justice - Support There being no further business before the committee, the Chair moved to adjourn the committee.
