BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES May 8, 2024 A meeting of the Senate Committee on Elections and Ethics was scheduled for Wednesday, May 8, 2024, at 3:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 401 (Sen. Camilleri). 2. Testimony regarding SB 403 (Sen. Chang). The Chair called the meeting to order at 3:00 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang and McBroom, a quorum was present. The Chair entertained a motion by Sen. Wojno to adopt the meeting minutes from May 1, 2024. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. McBroom to excuse absent members from the meeting. Without objection, Sen. Johnson was excused from the meeting. The Chair invited the following individuals to present testimony regarding SB 401: Merissa Kovach, ACLU of Michigan – Support Dave Hodgkins, MML – No Position Scott Smith, City of Wyoming – No Position Bruce Barlond, citizen – Opposition Lata Nott, Campaign Legal Center – Support Marcus Cheatham, Healthy Democracy Healthy People – Support Mike Batterbee, MTA – Opposition Denise Hartsough, League of Women Voters – Support The Chair invited the following individuals to present testimony regarding SB 403: Aghogho Edevbie, MDOS – Support Sara Ismail, ACCESS – Support Kurtis Fernandez, APIA Vote-MI – Support Henry Duong, Rising Voices – Support Cindy Gamboa, MI PODER – Support Page 1 of 2 Denise Hartsough, League of Women Woters – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 401, SB 402, SB 403 and SB 404: Michigan Assoc. of Municipal Clerks – No Position Shiree Ritchie, Pure Integrity Michigan Elections – Opposition Arturo Vargas National Assoc. of Latino Elected and Appointed Officials – Support Angela Davenport, Voting Access for All – Support The Arc Michigan – Support Yvonne White, NAACP MI State Conference – Support Debbie Rosenman, Fighting 9 Invidisible – Support Quentin Turner, Common Cause Michgian – Support Disability Rights Michigan – Support Amanda Klein, United Way for Southeastern Michigan – Support Stephanie Szymas, Secure Democraty – Support Madeline Fata, MI Association of Counties – No Position There being no further business before the committee, the Chair moved to adjourn the committee.
