BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2406 FAX: (517) 373-5679 COMMITTEE MEETING MINUTES May 22, 2024 A meeting of the Senate Committee on Housing and Human Services was scheduled for Wednesday, May 22, 2024, at 3:30 p.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 539 (S-1) (Sen. Anthony) with recommendation. 2. Testimony regarding HB 5384 (Rep. Roth). 3. Testimony regarding HB 5385 (Rep. Mentzer). 4. Testimony regarding HB 5386 (Rep. Breen). 5. Testimony regarding SB 872 (Sen. Irwin). The Chair called the meeting to order at 3:30 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Irwin, Sen.(s) Santana, Cavanagh, Shink, Chang, Cherry, Lindsey, Hoitenga and Damoose, a quorum was present. The Chair entertained a motion by Sen. Santana to adopt the meeting minutes from April 30, 2024. Without objection, the minutes were adopted. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Geiss was excused from the meeting. The following cards were read of those individuals not wishing to testify before the committee regarding SB 539: Erika Farley, Rental Property Owners Association of Kent County and Michigan – Support Jim Kirsch, Property Management Association of Michigan – Support Holly Tatman, Apartment Association of Michigan – Support The Chair entertained a motion by Sen. Cavanagh to report the (S-1) version of SB 539 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Santana, Cavanagh, Shink, Chang, Cherry, Lindsey, Hoitenga, and Damoose Nays: None The motion prevailed and the bill was reported. Page 1 of 2 The Chair invited Nick Strunk, of Rep. Mentzer's office, and Mindy Fernandes, of Rep. Roth's office, to summarize HB 5384 to HB 5386. At 3:44 p.m., Sen. Bayer entered the meeting. The Chair invited the following individuals to present testimony regarding HB 5384, HB 5385 and HB 5386: Brad Ward, Michigan Realtors – Support The following cards were read of those individuals not wishing to testify before the committee regarding HB 5384, HB 5385, and HB 5386: Erika Farley, Rental Property Owners Association of Kent County and Michigan – Support Holly Tatman, Apartment Association of Michigan – Neutral At 3:47 p.m., the Chair recessed the committee and Vice Chair Santana took the Chair. At 3:47 p.m., the Vice Chair reconvened the committee. The Chair summarized SB 872. At 3:53 p.m., the Vice Chair called for the committee to go at ease. At 3:54 p.m., the Chair returned and reconvened the committee. The Chair invited the following individuals to present testimony regarding SB 872: Amy Harfeld, Children's Advocacy Institute – Support Justin Kasieta, Citizen – Support Jenny Bowden, Citizen – Support Rachel Sykes, Samaritas – Support Lisa Ruby, Michigan Poverty Law Program – Support The following cards were read of those individuals not wishing to testify before the committee regarding SB 872: Tom Hickson, Michigan Catholic Conference – Support Duane Breijak, National Association of Social Workers – Support Anne Kuhnen, Michigan League for Public Policy – Support There being no further business before the committee, the Chair moved to adjourn the committee.
