BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-6960 FAX: (517) 373-0897 COMMITTEE MEETING MINUTES May 22, 2024 A joint meeting of the Senate Committee on Appropriations was scheduled for Wednesday, May 22, 2024, at 2:00 p.m., in the Harry Gast Senate Appropriations Room of the State Capitol Building. The agenda summary is as follows: 1. Adopted Legislative Transfer Request 2024-4 2. Review of SOAR projects The Chair called the meeting to order at 2:00 p.m. The Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Shink, Santana, Irwin, Hertel, Cavanagh, Klinefelt, McMorrow, Bumstead, Albert, Damoose, Huizenga, Outman and Theis, a quorum was present. The Chair made a motion, supported by Sen. Bayer, to adopt the committee meeting minutes from May 1, 2024. Without objection, the minutes were adopted. The Chair invited Corey Savino of the Senate Fiscal Agency to give the committee an overview of Legislative Transfer Request 2024-4. The Chair entertained a motion by Sen. Cherry, supported by Sen. McCann, to adopt Legislative Transfer Request 2024-4. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Shink, Santana, Irwin, Hertel, Cavanagh, Klinefelt, McMorrow, Bumstead, Albert, Damoose, Huizenga, Outman and Theis Nays: None The motion prevailed and Legislative Transfer Request was adopted. Next, the Chair invited the following individuals to provide a review of the SOAR projects in Legislative Transfer Request 2024-3 : Scott Forester, Division Vice President & Program Executive Solar, Corning JoAnn Crary, President, Saginaw Future Inc. Josh Hundt, Senior Project Marketing Advisor, MEDC Christin Armstrong, Senior Vice President of Business Development & Execution, MEDC Page 1 of 2 Next, the Chair invited the following individuals to provide a review of the SOAR projects in Legislative Transfer Request 2024-6: Barry O’Shea, Chief Executive Officer, Highland Copper Company Inc. Mike Foley, P.E., Site Manager, Highland Copper Company Inc. Marty Fittante, President, Invest UP Michelle Grinnell, Senior Vice President of Market Growth & Business Attraction, MEDC Christin Armstrong, Senior Vice President of Business Development & Execution, MEDC The Chair made a motion, supported by Sen. McCann, to excuse absent members from the committee meeting. Without objection, Sen. Camilleri was excused. There being no further business before the committee, the Chair entertained a motion by Sen. Irwin, supported by the Sen.
