BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES May 23, 2024 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, May 23, 2024, at 12:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 4917 (Rep. Steckloff). 2. Testimony regarding HB 4918 (Rep. Steckloff). 3. Testimony regarding HB 4924 (Rep. Dievendorf). The Chair called the meeting to order at 12:02 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from May 16, 2024. Without objection, the minutes were adopted. The Chair brought up HB’s 4917 and 4918, and invited Rep. Steckloff and staff Brendan Johnson to summarize the bills. The Chair invited the following individuals to present testimony regarding HB’s 4917 and 4918: Donald A. Roach, SMART union Transit Division – Support Nate Hatton, SMART / Amtrack Conductor – Support B.J. Trumble, Chair, Brotherhood of Locomotive Engineers and Trainmen - Support The cards were read of those individuals not wishing to present testimony regarding HB’s 4917 and 4918: Todd Tennis, Amalgamated Transit union – Support Liz Black, ACLU Michigan – No position The Chair brought up HB 4924, and invited Rep. Dievendort and staff, Natasha Atkinson to summarize the bill. The Chair invited the following individuals to present testimony regarding HB 4924: James Spica, Michigan Commission on Uniform State Laws – Support Dr. Thomas Mitchell, Initiative on Land, Housing & Property Rights Boston College Law School - Support The cards were read of those individuals not wishing to present testimony regarding HB 4924: Brad Ward, Michigan Realtors – Support Julie Cassidy, MI League for Public Policy – Support Jim Schaafsma, Michigan Poverty Law Program - Support There being no further business before the committee, the Chair moved to adjourn the committee.
