BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES June 5, 2024 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Wednesday, June 5, 2024, at 1:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4647 (Rep. Aiyash) with recommendation. 2. Reported SB 840 (Sen. Geiss) with recommendation. 3. Reported SB 878 (S-1) (Sen. Cherry) with recommendation. 4. Testimony regarding SB 868 (Sen. Hertel). The Chair called the meeting to order at 1:30 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers and Bellino, a quorum was present. The Chair entertained a motion by Sen. Polehanki to adopt the meeting minutes from May 23, 2024. Without objection, the minutes were adopted. At 1:33 p.m., the Chair recessed the committee. At 1:36 p.m., the Chair reconvened the committee. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4647: Adam Stacey, Mackinac Center for Public Policy – Support The Chair entertained a motion by Sen. Polehanki to report HB 4647 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the bill was reported. The Chair invited Senator Geiss to explain SB 840. Member questions followed. The Chair invited the following individuals to present testimony regarding SB 840: Page 1 of 2 Dr. Donna Bell, Black Leadership Advisory Council – Support Christopher Burtley, Black Leadership Advisory Council – Support Kim Trent, LEO Liaison to the Black Leadership Advisory Council – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 840: Chris Jackson, Executive Director Michigan Legislative Black Caucus – Support The Chair entertained a motion by Sen. Santana to report SB 840 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the bill was reported. The Chair invited Sen. Cherry to summarize SB 878. Member questions followed. The Chair invited the following individuals to present testimony regarding SB 878: Kurt Berryman, Michigan Auto Dealers Assoc. – Support Erin Schor, MDOS – No Position The Chair entertained a motion by Sen. Hauck to adopt the (S-1) version of SB 878. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Hauck to report the (S-1) version of SB 878 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the bill was reported. The Chair invited Sen. Hertel to explain SB 868.
