BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES June 11, 2024 A meeting of the Senate Committee on Local Government was scheduled for Tuesday, June 11, 2024, at 1:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 771 (S-1) (Sen. Hertel) with recommendation. 2. Reported HB 5203 (S-1) (Rep. Breen) with recommendation. 3. Reported SB 897 (Sen. Camilleri) with recommendation. The Chair called the meeting to order at 1:02 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink, Hoitenga and Daley, a quorum was present. The Chairman entertained a motion by Sen. Wojno to adopt the meeting minutes from June 4, 2024. Without objection the minutes were adopted. The Chair brought up SB 771, and invited Matt Black, staff of Sen. Hertel, to summarize the (S-1) version. The cards were read of those individuals not wishing to present testimony regarding SB 771: John LaMacchia, Michigan Municipal League – Support Troy Hagon, Michigan Department of Transportation - Neutral The Chair entertained a motion by Sen. Moss to adopt the (S-1) version of SB 771. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink, Hoitenga and Daley Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Moss to report SB 771 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink, Hoitenga and Daley Nays: None The motion prevailed and the bill was reported. The Chair brough up HB 5203 (S-1).. The Chair entertained a motion by Sen. Bayer to report HB 5203 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink and Daley Nays: Sen. Hoitenga The motion prevailed and the bill was reported. The Chair brought up SB 897, and invited Sen. Camilleri to summarize the bill. The Chair invited the following individual to present testimony regarding SB 897: James Budny, Grosse Ile Township Supervisor – Support Derek Thiel, Grosse Ile Township Manager – Support David Nadeau, Grosse Ile Township Treasurer - Support The cards were read of those individuals not wishing to present testimony regarding SB 897: Judy Allen, Michigan Townships Association – Support The Chair entertained a motion by Sen. Shink to report SB 897 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer and Shink Nays: None Pass: Sen.(s) Hoitenga and Daley The motion prevailed and the bill was reported.
