BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES June 12, 2024 A meeting of the Senate Committee on Veterans and Emergency Services was scheduled for Wednesday, June 12, 2024, at 1:30 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 5151 (Rep. Shannon) with recommendation. 2. Reported HB 4613 (S-1) (Rep. Prestin) with recommendation. 3. Reported HB 4614 (Rep. Fitzgerald) with recommendation. 4. Reported HB 5462 (Rep. Markkanen) with recommendation. The Chair called the meeting to order at 1:32 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Klinefelt, Sen.(s) Hertel, Santana and Outman, a quorum was present. The Chair entertained a motion by Sen. Hertel to adopt the meeting minutes from May 22, 2024. Without objection, the minutes were adopted. The Chair brought up HB 5151 and invited Rep. Shannon to summarize the bill. The Chair invited the following individuals to present testimony regarding HB 5151: Sargent Lamar Kashat, Sterling Heights Police Department - Support The Chair entertained a motion by Sen. Santana to report HB 5151 to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Hertel, Santana and Outman Nays: None The motion prevailed and the bill was reported. The Chair brought up HB’s 4613 and 4614, and invited Rep. Prestin Chris Wardell of Rep. Fitzgerald’s office to summarize the bills. The Chair invited the following individuals to present testimony regarding HB’s 4613 and 4614: Emily Bergquist, Director EMS & Systems of Care MI Dept. of Health & Human Services - Support The cards were read of those individuals not wishing to present testimony regarding HB’s 4613 and 4614: Angela Madden, Michigan Association of Ambulance Services – Support Elizabeth Kutter, Michigan Health & Hospital Association - Support The Chair entertained a motion by Sen. Santana to adopt the (S-1) version of HB 4613. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Hertel, Santana and Outman Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Hertel to report HB 4613 (S-1) to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Hertel, Santana and Outman Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Hertel to report HB 4614 to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Hertel, Santana and Outman Nays: None The motion prevailed and the bill was reported. The Chair brought up HB 5462 and invited Beau LaFave of Rep. Markkanen’s office to summarize the bill. The Chair invited the following individuals to present testimony regarding HB 5462: Brad Uren, family of Wesley V. Karna - Support The Chair entertained a motion by Sen. Hertel to report HB 5462 to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Hertel, Santana and Outman Nays: None The motion prevailed and the bill was reported.
