BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES June 13, 2024 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, June 13, 2024, at 12:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 5429 (S-1) (Rep. Morse). 2. Testimony regarding HB 4909 (S-1) (Rep. Breen). 3. Testimony regarding HB 4910 (S-1) (Rep. Tsernoglou). 4. Testimony regarding HB 4911 (S-1) (Rep. Filler). 5. Testimony regarding HB 4912 (S-1) (Rep. Johnson). 6. Testimony regarding SB 656 (Sen. Johnson). The Chair called the meeting to order at 12:03 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from May 23, 2024. Without objection, the minutes were adopted. The Chair brought up HB 5429 and invited Rep. Morse to summarize the bill. The Chair entertained a motion by Shink to adopt the (S-1) version of HB 5429. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony regarding HB 5429: Patty Sabin, Michigan CASA – Support Robyn Roberts, Wayne County CASA – Support The cards were read of those individuals not wishing to present testimony regarding HB 5429: Nathan Triplett, State Bar of Michigan – Support James R. Ryan, MI Probate Judges Association – Support The Chair brought up HB’s 4909 – 4912 and invited Rep.(s) Breen and Filler to summarize the bills. The Chair brought up SB 656 and invited Sen. Johnson to summarize the bill. The Chair entertained a motion by Shink to adopt the (S-1) version of HB 4909. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Wojno to adopt the (S-1) version of HB 4910. The Chair entertained a motion by Irwin to adopt the (S-1) version of HB 4911. The Chair entertained a motion by Santana to adopt the (S-1) version of HB 4912.
