BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES September 18, 2024 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Wednesday, September 18, 2024, at 11:00 a.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 5393 (Rep. Hope) with recommendation. 2. Testimony regarding SB 922 (Sen. Klinefelt). 3. Testimony regarding SB 923 (Sen. Anthony). 4. Testimony regarding SB 924 (Sen. Hertel). 5. Testimony regarding SB 925 (Sen. Irwin). The Chair called the meeting to order at 11:05 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from July 30, 2024. Without objection, the minutes were adopted. The Chair brought up HB 5393, and invited Rep. Hope to summarize the bill. The Chair invited the following individuals to present testimony regarding HB 5393: Rhonda Ihm, MI Association for Family Court Administration - Support The cards were read of those individuals not wishing to present testimony regarding HB 5393: Nathan Triplett, State Bar of Michigan – Support Trevor VanDyke, State Court Administrators Office – Support Charmie Gholson, Citizen for Prison Reform/Open MI Door Campaign – Support Chardae Burton, MI Department of Health and Human Services - Support The Chair entertained a motion by Sen. Santana to report HB 5393 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana and Johnson Nays: None The motion prevailed and the bill was reported. The Chair brought up SB’s 922-925, and invited Sen.(s) Klinefelt, Anthony, Hertel and Irwin to summarize the bills. The Chair invited the following individuals to present testimony regarding SB’s 922-925: Megan Reynolds, Michigan Poverty Law Program – Support SB 922 Emily Jackson Miller, Crime Victims Legal Assistance Project – Support SB 922 The cards were read of those individuals not wishing to present testimony regarding SB’s 922-925: Matt Miner, Oakland County Bar Association – Oppose SB 922 Michelle Roberts, Disability Rights Michigan – Support Michigan Department of Attorney General – Support Tom Hickson, Michigan Catholic Conference – Support Johanna Kononen, MI Coalition to End Domestic & Sexual Violence – Support SB 922 Matt Saxton, MI Sheriffs Association – Support SB 922-925 Alison Hirschel, Michigan Elder Justice Imitative – Support Charmie Gholson, Citizen for Prison Reform/Open MI Door Campaign – Support Robert Kennedy, MI Guardianship Association – Neutral SB 922 and SB 925 Robert Kennedy, MI Guardianship Association – Support SB 923 and SB 924 The Chair moved to excuse absent members from the meeting. Without objection Sen. Runestad was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
