BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-6960 FAX: (517) 373-0897 COMMITTEE MEETING MINUTES September 25, 2024 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, September 25, 2024, at 2:00 p.m., in the Harry T. Gast Senate Appropriations Room. The agenda summary is as follows: 1. Testimony regarding Legislative Transfer Request 2024-10 2. Testimony regarding SB 440 (Sen. Shink). 3. Testimony regarding SB 1000 – SB 1002 (Sen. Bayer) 4. Testimony regarding HB 5522 (Rep. Glanville). The Chair called the meeting to order at 2:00 pm. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Bayer, Santana, Shink, Irwin, Hertel, Camilleri, Klinefelt, McMorrow, Cavanagh, Bumstead, Albert, Damoose, Huizenga, Outman, and Theis, a quorum was present. The Chair made a motion, supported by Sen. McCann, to adopt the meeting minutes from September 26, 2024. Without objection, the minutes were adopted. The Chair invited the following individuals forward to summarize and answer any questions regarding Legislative Transfer Request 2024-10. Shannon Huber, Lead Site Manufacturing Director DOW Paul Barbeau, Senior Global Director of Corporate Facilities DOW Jeff Stoutenburg, Director of State Government Affairs DOW Christin Armstrong, Senior Vice President, Business Development Programs and Execution/Associate General Council The following cards were submitted regarding Legislative Transfer Request 2024-10. Tony Stamas, Midland Business Alliance – Support Page 1 of 3 Brian Shoaf, Detroit Regional Chamber – Support Matt Felan, Great Lakes Bay Regional Chamber – Support Eugene Seals, Saginaw County Chamber – Support JoAnn Craig, Saginaw Future – Support Mason Samyn, Bay Area Chamber – Support Jim Reaume, Bay Future – Support Next, The Chair invited Sen. Shink to summarize SB 440 for the committee. The following individuals helped answer questions regarding SB 440: Neil DeSouza, DTMB – Support Heather Feuerstan, DMVA Steve Ward, MDOC Kyle Kamanski, MDOC Next, the Chair invited Sen. Bayer to summarize SB 1000 – SB 1002 for the committee. The Chair invited the following individuals to help answer questions regarding SB 1000 – SB 1002: Amanda West, Dept of Treasury – Support Diane Brewer, Dept of Treasury – Support Scott de Varona, MiABLE Program Director Treasury The following cards were turned int regarding SB 1000 – SB 1002: Sherri Boyd, The Arc MI – Support (SB 1000) Michelle Roberts, Disability Rights Michigan (SB 1000) Todd Culver, Incompass Michigan – Support Next, the Chair invited Stephen Martian from Rep. Glanville's office to summarize HB 5522 for the committee. The following individual to present testimony regarding HB 5522: Rob Mass, MiLEAP – Support Page 2 of 3 Next, the Chair took a moment of silence for former House member Tim Sneller. Next, the Chair made a motion, supported by Sen. Irwin, to excuse Sen. Cherry from the committee meeting.
