BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2426 FAX: (517) 373-2964 COMMITTEE MEETING MINUTES October 1, 2024 A meeting of the Senate Committee on Natural Resources and Agriculture was scheduled for Tuesday, October 1, 2024, at 2:30 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 882 (Sen. Singh) with recommendation. 2. Reported SB 803 (Sen. Cherry) with recommendation. 3. Testimony regarding SB 860 (Sen. Cherry). 4. Reported SB 860 (S-1) (Sen. Cherry) with recommendation. The Chair called the meeting to order at 2:30 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Shink, Sen.(s) Cherry, Singh, Polehanki, Victory and Hoitenga, a quorum was present. The Chair entertained a motion by Sen. Cherry to adopt the meeting minutes from September 25, 2024. Without objection, the minutes were adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 882: Sam Olsen, MI Food Processors Association – Support The Chair entertained a motion by Sen. Singh to report SB 882 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Shink, Sen.(s) Cherry, Singh, Polehanki, Victory, and Hoitenga. Nays: None The motion prevailed and the bill was reported. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 803: Jack Ammerman, Michigan Pheasant Hunting Initiative – Support The Chair entertained a motion by Sen. Cherry to report SB 803 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Shink, Sen.(s) Cherry, Singh, and Victory. Nays: Sen.(s) Polehanki. Page 1 of 2 Pass: Sen.(s) Hoitenga. The motion prevailed and the bill was reported. The Chair invited Senator Cherry to explain SB 860 and (S-1) substitute. Member questions followed. The Chair entertained a motion by Sen. Cherry to adopt the (S-1) version of SB 860. The vote was as follows: Yeas: Chair Shink, Sen.(s) Cherry, Singh, Polehanki, Victory, and Hoitenga. Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony regarding SB 860 and (S-1): Justin Tomei, MUCC – Support Glen Blackwood, Rugged Grouse Society – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 860 and the (S-1) substitute: Chris Semrinec, MI Department of Natural Resources – Neutral The Chair entertained a motion by Sen. Singh to report the (S-1) version of SB 860 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Shink, Sen.(s) Cherry, Singh, Polehanki, and Victory. Nays: None Pass: Sen.(s) Hoitenga. The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Victory to excuse absent members from the meeting. Without objection, Sen. Daley was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
