BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES October 1, 2024 A meeting of the Senate Committee on Local Government was scheduled for Tuesday, October 1, 2024, at 1:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 896 (Sen. Hertel). 2. Testimony regarding HB 5557 (Rep. Grant). 3. Testimony regarding HB 5598 (Rep. Liberati). 4. Testimony regarding HB 5599 (Rep. Liberati). The Chair called the meeting to order at 1:34 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Klinefelt, Sen.(s) Bayer, Shink and Hoitenga, a quorum was present. The Chairman entertained a motion by Sen. Bayer to adopt the meeting minutes from June 11, 2024. Without objection the minutes were adopted. The Chair brought up SB 896, and invited Sen. Hertel to summarize the bill. The Chair invited the following individual to present testimony regarding SB 896: Denice Gerstenberg, Algonac City Manager – Support The Chair brought up HB 5557, and invited Rep. Grant to summarize the bill. The Chair invited the following individuals to present testimony regarding HB 5557: Andrea Brown, Michigan Association of Planning – Support Brian Connolly Michigan Association of Planning – Support Jen Rigterink, Michigan Municipal League – Support Jen Eyer, City of Ann Arbor - Support The cards were read of those individuals not wishing to present testimony regarding HB 5557: Dawn Crandall, Home Builders Association of Michigan – Support Rebecca O’Connell, Lake Trust Credit Union – Support Shawon Cecil, Michigan Realtors – Support Jim Schaafsma, Michigan Poverty Law Program – Support Julie Cassidy, Michigan League for Public Policy – Support Jessica AcMoody, CEDAM – Support Erika Farley, Rental Property Owners Association – Support Holly Tatman, Apartment Association of Michigan – Support Yarrow Brown, Housing North - Support Judy Allen, Michigan Townships Association – Support Mark Garcia, MSHDA – Support Josh Lunger, Grand Rapids Chamber – Support The Chair brought up HB’s 5598 and 5599, and invited Ashley Cecil of Rep. Bayer to excuse absent members from the meeting. Without objection, Sen.(s) Wojno, Moss and Daley were excused from the meeting.
