BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES October 2, 2024 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Wednesday, October 2, 2024, at 11:00 a.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 870 (S-1) (Sen. McCann) with recommendation. 2. Reported SB 922 (S-1) (Sen. Klinefelt) with recommendation. 3. Reported SB 923 (Sen. Anthony) with recommendation. 4. Reported SB 824 (Sen. Hertel) with recommendation. 5. Reported SB 825 (Sen. Irwin) with recommendation. 6. Testimony regarding SB 997 (Sen. Chang). 7. Testimony regarding SB 1014 (Sen. Irwin). The Chair called the meeting to order at 11:06 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from September 26, 2024. Without objection, the minutes were adopted. The Chair brought up SB 870. The Chair invited the following individual to present testimony regarding SB 870: Teri Langley Disability Network MI – Support The cards were read of those individuals not wishing to present testimony regarding SB 870: Dana Paglia-King, MI Association of Social Workers – Support Dana Lasenby, Oakland Community Health Network – Support Michelle Roberts, Disability Rights Michigan – Support Mary Pollock, MI State Employee Retirees Association – Support Katie Witkowski, MI Community College Association – Support Sherri Boyd, ARC Michigan – Support Sen. Johnson offered amendment #1 to SB 870 (S-1) and summarized the amendment. The Chair entertained a motion by Sen. Johnson to adopt amendment #1 to SB 870 (S-1). The vote was as follows: Yeas: Sen.(s) Runestad and Johnson Nays: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana The motion failed and the amendment was not adopted. The Chair entertained a motion by Sen. Shink to adopt the (S-1) version of SB 870. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Wojno to report SB 870 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana Nays: None Pass: Sen.(s) Runestad and Johnson The motion prevailed and the bill was reported. The Chair brought up SB’s 922 (S-1) and SB’s 923-925, and invited Sen. Klinefelt to summarize the (S-1) version of SB 922.
