NANCY DEBOER CHAIR COMMITTEE MEETING MINUTES Wednesday, April 29, 2026 10:30 AM Room 327, House Office Building The House Committee on Education and Workforce was called to order by Chair DeBoer. The Chair requested attendance to be called: Present: Reps. DeBoer, Linting, Fox, Kunse, St. Germaine, Pavlov, Koleszar, Weiss and Byrnes. Absent: Reps. Paquette and Wilson. Excused: Reps. Paquette and Wilson. Representative Linting moved to adopt the meeting minutes from March 18, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5480 before the committee: HB 5480 (Rep. Rigas) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1401 (MCL 380.1401) and by adding section 1310f. Representative Rigas testified in support of HB 5480. Questions and discussions followed. Mira Moore and Heather Strong testified in support of HB 5480. Questions and discussions followed. Jennette Williamson testified in support of HB 5480. The following person submitted a card in opposition to HB 5480, but did not wish to speak: Bob Kefgen, representing the Michigan Association of Secondary School Principals. The Chair laid HB 5822 before the committee: HB 5822 (Rep. Phil Green) A bill to amend 2000 PA 161, entitled "Michigan education savings program act," by amending section 2 (MCL 390.1472), as amended by 2024 PA 195. Representative Green testified in support of HB 5822. The following people submitted a card in support of HB 5822, but did not wish to speak: Bob Kefgen, representing the Michigan Association of Secondary School Principals. St. Germaine) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1278e. Representative St. Germaine testified in support of HB 5810. Questions and discussions followed. The following person submitted a card in opposition to HB 5810, but did not wish to speak: Bob Kefgen, representing the Michigan Association of Secondary School Principals. The chair laid a presentation from the University of Michigan before the committee. Robin Jacob and Catherine Asher, representing the University of Michigan Youth Policy Lab, gave a presentation on high impact tutoring. Questions and discussion followed. Representative Linting moved to excuse Representatives Paquette and Wilson from the meeting. There being no objection the motion prevailed by unanimous consent.
