BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES October 9, 2024 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Wednesday, October 9, 2024, at 11:00 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 867 and (S-1) substitute. (Sen. Cherry). 2. Reported SB 986 (Sen. Anthony) with recommendation. 3. Reported HB 5683 (S-1) (Rep. Tullio Liberati) with recommendation. 4. Reported HB 5684 (S-2) (Rep. Tullio Liberati) with recommendation. The Chair called the meeting to order at 11:01 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers and Bellino, a quorum was present. The Chair entertained a motion by Sen. Polehanki to adopt the meeting minutes from September 26, 2024. Without objection, the minutes were adopted. The Chair invited Senator Cherry to summarize SB 867 and (S-1) substitute. Member questions followed. The Chair entertained a motion by Sen. McCann to adopt the (S-1) version of SB 867. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony regarding SB 867: Kurk Berryman, Auto Dealers of MI – Support Melissa Horste, Legislative Liaison MI Dept of State – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 867: Amanda Fisher, NFIB – Support The Chair entertained a motion by Sen. McCann to report SB 986 to the floor with recommendation that it pass. The vote was as follows: Page 1 of 2 Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Polehanki to report the (S-1) version of HB 5683 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Hauck to report the (S-2) version of HB 5684 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, Lauwers, and Bellino. Nays: None The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
