BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7315 FAX: (517) 373-3126 COMMITTEE MEETING MINUTES October 9, 2024 A meeting of the Senate Committee on Health Policy was scheduled for Wednesday, October 9, 2024, at 12:30 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 668 (S-2) (Sen. Hertel) with recommendation. 2. Testimony regarding SB 915 (Sen. Hertel). 3. Testimony regarding SB 916 (Sen. Santana). 4. Testimony regarding SB 917 (Sen. Irwin). 5. Testimony regarding SB 918 (Sen. Wojno). The Chair called the meeting to order at 12:35 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Hertel, Sen.(s) Santana, Wojno, Cherry, Klinefelt, Webber, Hauck, Huizenga, and Runestad, a quorum was present. The Chair entertained a motion by Sen. Santana to adopt the meeting minutes from October 2, 2024. Without objection, the minutes were adopted. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Geiss was excused from the meeting. The Chair summarized SB 915. The Chair invited Sen. Santana to summarize SB 916. The Chair invited Sen. Wojno to summarize SB 918. The Chair invited Sen. Irwin to summarize SB 917. The Chair offered, and summarized, an (S-2) version of SB 668. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 668: Dr. Matt Sardelli, Michigan Orthopedic Society – Oppose Page 1 of 2 Kristen Kraft, Blue Cross Blue Shield of Michigan – Neutral Denise Hoffman, Michigan Occupational Therapy Association – Support Dave Greco, Wayne State University – Support Jennifer Blackwood, UM-Flint P.T. Department – Support The Chair entertained a motion by Sen. Santana to adopt the (S-2) version of SB 668. The vote was as follows: Yeas: Chair Hertel, Sen.(s) Santana, Wojno, Cherry, Klinefelt, Webber, Hauck, Huizenga, and Runestad Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Klinefelt to report the (S-2) version of SB 668 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Hertel, Sen.(s) Santana, Wojno, Cherry, Klinefelt, Webber, Hauck, Huizenga, and Runestad Nays: None The motion prevailed and the bill was reported. The Chair invited the following individuals to present testimony regarding SB 915, SB 916, SB 917 and SB 918: The Honorable Judge Milton Mack – Support Kevin Fischer, National Alliance on Mental Illness – Support Marianne Huff, Mental Health Association in Michigan – Support The Chair invited the following individuals to present testimony regarding SB 916: Kyle Williams, Disability Rights Michigan – Support The Chair invited the following individuals to present testimony regarding SB 915: Marjorie Kauth-Karjala, Citizen – No Position The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 915, SB 916, SB 917, and SB 918: Stephanie Johnson, Mental Health Association of Michigan – Support Dana Paglia-King, National Association of Social Workers Michigan Chapter – Support Adam Carlson, Michigan Hospital Association – Support Alan Bolter, Community Mental Health Association of Michigan – Support Michelle Roberts, Disability Rights Michigan – Neutral There being no further business before the committee, the Chair moved to adjourn the committee.
