BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7748 FAX: (517) 373-1387 COMMITTEE MEETING MINUTES October 23, 2024 A meeting of the Senate Committee on Finance, Insurance, and Consumer Protection was scheduled for Wednesday, October 23, 2024, at 1:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 408 (S-2) (Sen. Irwin) with recommendation. 2. Reported SB 409 (S-2) (Sen. Cavanagh) with recommendation. 3. Reported HB 4842 (Rep. Price) with recommendation. The Chair called the meeting to order at 1:34 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Cavanagh, Sen.(s) Irwin, McCann, Bayer, Camilleri, Huizenga, Theis and Daley, a quorum was present. The Chair entertained a motion by Sen. Huizenga to adopt the meeting minutes from October 9, 2024. Without objection, the minutes were adopted. The Chair brought up SB 408 (S-2) and invited Sen. Irwin to summarize the bill. The Chair brought up SB 409 (S-2) and summarized the bill. The cards were read of those individuals not wishing to present testimony regarding SB’s 408-409: Eshaun Kawlar, PEW Charitable Trusts – Support SB 408 Lorray Brown, Michigan Poverty Law Program – Support Stuart Best, Michigan Creditors Bar Association – Oppose SB 408 Jarrett Skrup, Mackinac Center for Public Policy – Oppose Cole Lussier, American Financial Services Association – Oppose SB 408 Lucas Camacho, Self – Oppose SB 408 Peter Morman, MI Department of Treasury – Neutral Jeff Kirkpatrick, MI Court Officers & Deputy Sheriff’s Association – Oppose Page 1 of 2 John Lindley, Michigan RV and Campground Association – Oppose John Lindley, Michigan Manufactured Housing Association – Oppose The Chair entertained a motion by Sen. Irwin to adopt the (S-2) version of SB 408. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Irwin, McCann, Bayer, Camilleri, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Camilleri to report SB 408 (S-2) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Irwin, McCann, Bayer and Camilleri Nays: Sen.(s) Huizenga, Theis, and Daley The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Bayer to adopt the (S-2) version of SB 409. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Irwin, McCann, Bayer, Camilleri, Huizenga, Theis, and Daley. Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Irwin to report SB 409 (S-2) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Irwin, McCann, Bayer and Camilleri Nays: Sen.(s) Huizenga, Theis, and Daley The motion prevailed and the bill was reported. The Chair brought up HB 4842, and invited Rep. Price to summarize the bill. Bayer to report HB 4842 to the floor with recommendation that it pass. There being no further business before the committee, the Chair moved to adjourn the committee.
