BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES October 12, 2024 A meeting of the Senate Committee on Local Government was scheduled for Tuesday, October 12, 2024, at 1:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 660 (S-2) (Sen. Bayer) with recommendation. 2. Reported HB 5188 (Rep. O’Neal) with recommendation. 3. Reported HB 5189 (Rep. Bezotte) with recommendation. 4. Reported HB 5190 (Rep. Hill) with recommendation. 5. Reported SB 1023 (S-1) (Sen. Klinefelt) with recommendation. The Chair called the meeting to order at 1:33 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink, Hoitenga and Daley, a quorum was present. The Chairman entertained a motion by Sen. Moss to adopt the meeting minutes from October 8, 2024. Without objection the minutes were adopted. The Chair brought up the (S-2) version of SB 660 (S-1), and invited Sen. Bayer to summarize the (S-2) version. The cards were read of those individuals not wishing to present testimony regarding SB 660 (S-2): David Lossing, Huron River Watershed Council – Support Rachel May, Wayne State University School of Social Work – Support Lisa Mawle, Self – Support Cathy Ferguson, Self – Support Kelly D. Bayer to adopt the (S-2) version of SB 660 (S-1). Bayer to report SB 660 (S-2) to the floor with recommendation that it pass. The Chair brought up HB’s 5188 (Rep. O’Neal) HB 5189 (Rep. Bezotte) and HB 5190 (Rep. Hill). The Chair invited the following individuals to present testimony regarding HB’s 5188-5190: Stacy Hissong, MI Association of County Drain Commissioners – Support Brian Wendling, Saginaw Co. Public Works Commissioner - Support The cards were read of those individuals not wishing to present testimony regarding HB’s 5188-5190: Ben Tirrell, Michigan Farm Bureau – Support HB 5188 Judy Allen, Michigan Townships Association – Oppose Wayne County DPS – Support The Chair entertained a motion by Sen. Hoitenga The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Moss to report HB 5189 to the floor with recommendation that it pass. Hoitenga The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Bayer to report SB 1023 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink and Daley Nays: Sen. Hoitenga The motion prevailed and the bill was reported.
