BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 DRAFT COMMITTEE MEETING MINUTES December 3, 2024 A meeting of the Senate Committee on Local Government was scheduled for Tuesday, December 3, 2024, at 8:30 a.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 1044 (S-2) (Sen. Klinefelt) with recommendation. 2. Reported SB 1045 (S-1) (Sen. Klinefelt) with recommendation. The Chair called the meeting to order at 8:32 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink and Daley, a quorum was present. The Chairman entertained a motion by Sen. Bayer to adopt the meeting minutes from November 12, 2024. Without objection the minutes were adopted. The Chair brought up the (S-2) version of SB 1044, and the (S-1) version of SB 1045 and summarize both bills for the committee. The Chair invited the following individual to present testimony regarding SB’s 1044 and 1045: Judy Allen, Michigan Townships Association - Support The cards were read of those individuals not wishing to present testimony regarding SB’s 1044 and 1045: Bill Zaagman, GCSI, MI Association of County Clerks - Support The Chair entertained a motion by Sen. Wojno to adopt the (S-2) version of SB 1044. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink and Daley Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Bayer to report SB 1044 (S-2) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer and Shink Nays: Sen. Daley The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Moss to adopt the (S-1) version of SB 1045. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer, Shink and Daley Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Wojno to report SB 1045 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Wojno, Moss, Bayer and Shink Nays: Sen. Daley The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Wojno to excuse absent members from the meeting. Without objection, Sen. Hoitenga was excused from the meeting.
