BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES February 5, 2025 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Wednesday, February 5, 2025, at 3:30 p.m., in Room 1200 of the Binsfeld Office Building. The agenda summary is as follows: 1. Adopt 2025-2026 Committee Rules. 2. Reported SB 24 (Sen. Chang) with recommendation. The Chair called the meeting to order at 3:31 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana and Runestad a quorum was present. The Chairman entertained a motion by Sen. Shink to adopt the 2025-2026 Senate Committee on Civil Rights, Judiciary, and Public Safety Committee Rules. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana and Runestad Nays: None The motion prevailed and the rules were adopted. The Chair brought up SB 24 and summarized the bill for the committee. The Chair invited the following individuals to present testimony regarding SB 24: Dean Sheryl Kubiak, Wayne State School of Social Work - Support The cards were read of those individuals not wishing to present testimony regarding SB 24: Anne Kuhnen, MI League for Public Policy, Kids Count Director – Support Jennifer Peacock, MI Center for Youth Justice – Support Nathan Triplett, State Bar of Michigan - Support The Chair entertained a motion by Sen. Wojno to report SB 24 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana Nays: None Pass: Sen. Runestad The motion prevailed and the bill was reported. The Chair moved to excuse absent members from the meeting. Without objection, Sen. Johnson was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee. Without objection, the committee was adjourned at 3:39 p.m. Date adopted by committee: 02/20/25
