BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES February 20, 2025 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, February 20, 2025, at 12:00 p.m., in Room 1200 of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 81 (Sen. Shink) with recommendation. 2. Adopted (S-1), Testimony SB 71 (Sen. Damoose) with recommendation. 3. Presentation from University of Michigan Institute for Firearm Injury Prevention. The Chair called the meeting to order at 12:00 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana and Runestad a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from February 5, 2025. Without objection, the minutes were adopted. The Chair brought up SB 81, and invited Sen. Shink and Rep. Lightner to summarized the bill for the committee. Shink to report SB 81 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana Nays: None Pass: Sen. Runestad The motion prevailed and the bill was reported. The Chair brought up SB 71, and invited Sen. Damoose to summarize the bill. The Chair entertained a motion by Sen. Runestad to adopt the (S-1) version of SB 71. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana and Runestad Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony regarding SB 71: Kim Nowack, Director, Mackinac Bridge Authority – Support Patrick Gleason, Chair, Mackinac Bridge Authority – Support Mark Polsdofer, Michigan Department of Transportation – Support The cards were read of those individuals not wishing to present testimony regarding SB 71: Ron Khoury, Sault Ste. Marie Tribes of Chippewa Indians - Support The Chair invited Dr. April Zeoli from the University of Michigan Institute for Firearm Injury Prevention to give the committee a presentation. The Chair invited the following individuals to present testimony regarding Dr. Zeoli’s presentation: Sheriff Richard Fuller, Kalamazoo County Sheriff Tom Lambert, Michigan Open Carry Inc. The Chair moved to excuse absent members from the meeting. Without objection, Sen. Johnson was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee. Without objection, the committee was adjourned at 1:14 p.m. Date adopted by committee: 03/06/2025
