- HOUSE OF REPRESENTATIVES COMMITTEE ON ECONOMIC COMPETITIVENESS REP. MIKE HOADLEY CHAIR COMMITTEE MEETING MINUTES Thursday, April 30, 2026 10:30 AM Room 521, House Office Building The House Committee on Economic Competitiveness was called to order by Chair Hoadley. The Chair requested attendance to be called: Present: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer, St. Germaine, Grant, Brixie, Tate and Coffia. Absent: None. Excused: None. Representative St. Germaine moved to adopt the meeting minutes from April 23, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5498 and HB 5499 before the committee: HB 5498 (Rep. Borton) A bill to require certain agencies to designate certain employees to certain positions to manage the issuance of permits. HB 5499 (Rep. DeBoyer) A bill to amend 1969 PA 306, entitled "Administrative procedures act of 1969," by amending section 101 (MCL 24.301). Substitute (H-1) to HB 5498 was previously adopted on Apri 23, 2026. Representative Bohnak moved to report out HB 5498 with recommendation that the substitute (H-1) be adopted and the bill then pass. The committee further recommended that the bill and substitutes be referred to the Committee on Rules. The motion prevailed 7-3-0: FAVORABLE ROLL CALL Yeas: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer and St. Germaine. Nays: Reps. Grant, Brixie and Tate. Pass: None. Substitute (H-1) to HB 5499 was previously adopted on Apri 23, 2026. Representative DeBoyer moved to report out HB 5499 with recommendation, as substitute (H-1). The motion prevailed 7-3-0: FAVORABLE ROLL CALL Yeas: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer and St. Germaine. Nays: Reps. Grant, Brixie and Tate. Pass: None. The following person submitted a card in support of HB 5498 and HB 5499, but did not wish to speak: Joshua Scramlin, representing the Michigan Farm Bureau. The Chair laid HB 5099 and HB 5100 before the committee: HB 5099 (Rep. Tyrone Carter) A bill to amend 1985 PA 106, entitled "State convention facility development act," by amending sections 10 and 20 (MCL 207.630 and 207.640), as amended by 2022 PA 276. HB 5100 (Rep. Aragona) A bill to amend 2008 PA 554, entitled "Regional convention facility authority act," by amending section 11 (MCL 141.1361), as amended by 2009 PA 63. Representative Tyrone Carter, joined by Bryan Crowe and Claude Molinari, representing the Detroit Regional Convention Facility Authority (Huntington Place), testified in support of HB 5099 and HB 5100. Questions and discussions followed. The following person submitted a card in support of HB 5099 and HB 5100, but did not wish to speak: Brian Shoaf, representing the Detroit Regional Chamber.
