BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES March 6, 2025 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, March 6, 2025, at 12:00 p.m., in Room 1200 of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 51 (Sen. Geiss) with recommendation. 2. Reported SB 71 (S-1) (Sen. Damoose) with recommendation. 3. Reported SB 82 (S-1) (Sen. Chang) with recommendation. 4. Testimony regarding SB 111 (Sen. Klinefelt). 5. Testimony regarding SB 112 (Sen. Anthony). 6. Testimony regarding SB 113 (Sen. Hertel). 7. Testimony regarding SB 114 (Sen. Irwin). The Chair called the meeting to order at 12:22 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from February 20, 2025. Without objection, the minutes were adopted. The Chair brought up SB 51, and invited Sen. Geiss to summarized the bill for the committee. The Chair invited the following individuals to present testimony regarding SB 51: Kim Trent, Deputy Director, LEO – Support Chris Burtley, Co-Chair, BLAC – Support Kelli Ellsworth-Etchison, BLAC - Support The Chair entertained a motion by Sen. Santana to report SB 51 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana Nays: Sen. Runestad Pass: Sen. Sen. Johnson The motion prevailed and the bill was reported. The Chair brought up SB 71. The Chair entertained a motion by Sen. Shink to report SB 71 (S-1) to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the bill was reported. The Chair brought up SB 82, and summarized the bill and (S-1) version for the committee. The Chair invited the following individuals to present testimony regarding SB 82 (S-1): The Honorable Brock Swartzle – Support The Chair invited Sen. Johnson to summarize amendment #1 to SB 82 (S-1). The Chair entertained a motion by Sen. Johnson to adopt amendment #1 to SB 82 (S-1). The vote was as follows: Yeas: Sen.(s) Runestad and Johnson Nays: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana The motion failed and the amendment was not adopted. The Chair entertained a motion by Sen. Shink to adopt the (S-1) version of SB 82. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana Nays: Sen. Johnson Pass: Sen. Runestad The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Wojno to report SB 82 (S-1) to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana Nays: Sen. Johnson Pass: Sen. Runestad The motion prevailed and the bill was reported. The Chair brought up SB’s 111-114, and invited Sen. Irwin and Em Lekfo, of Sen. Klinefelt’s office to summarize the bills.
