BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 **DRAFT** COMMITTEE MEETING MINUTES March 13, 2025 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Thursday, March 13, 2025, at 9:00 a.m. in the Room 403 of the 4th Floor. The agenda summary is as follows: 1. Testimony regarding SB 25 and (S-1) (Sen. Cherry) 2. Reported SB 25 (S-1) (Sen. Cherry) with recommendation. 3. Testimony regarding SB 116 (Sen. Anthony) 4. Reported SB 116 (Sen. Anthony) with recommendation. The Chair called the meeting to order at 9:04 a.m.. The Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Singh, Hauck, Webber, Lauwers and Bellino. The Chair entertained a motion by Sen. Polehanki to adopt the meeting minutes from February 27 committee meeting. Without objection, the minutes were adopted. The Chair invited Senator Cherry and Kurt Berryman with Michigan Auto Dealers Association to explain SB 25 and S-1 substitute. Member questions followed. The Chair entertained a motion by Senator Polehanki to adopt the S-1 version of SB 25. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Singh, Hauck, Webber, Lauwers and Bellino. Nays: None Pass: None The motion prevailed and the S-1 substitute was adopted. The Chair invited the following individuals to present testimony regarding SB 25 (S-1): David Handsor, Michigan Department of State - Support Page 2 of 2 The Chair entertained a motion by Senator Wojno to report the S-1 version of SB25 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Singh, Hauck, Webber, Lauwers and Bellino Nays: None Pass: None The motion prevailed and the bill was reported. The Chair invited Kristi James, Chief of Staff to Senator Anthony, to explain Senate Bill 116. The Chair invited the following individuals to present testimony regarding SB116: James Hull, Acting Director of the Bureau of Services for Blind Persons' Administrative Services Division, LEO - Support Ben Ploch, Chairperson of the Business Enterprise Program's Elected Operator Committee - Support The Chair entertained a motion by Sen. Santana to report SB116 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Singh, Hauck, Webber, Lauwers and Bellino Nays: None Pass: None The motion prevailed and the bill was reported.
