BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 **DRAFT** COMMITTEE MEETING MINUTES March 18, 2025 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Tuesday, March 18, 2025, at 9:00 a.m., in Room 403 of the Capitol Building. The agenda summary is as follows: 1. Reported SB 111 (S-1) (Sen. Klinefelt) with recommendation. 2. Reported SB 112 (Sen. Anthony) with recommendation. 3. Reported SB 113 (Sen. Hertel) with recommendation. 4. Reported SB 114 (Sen. Irwin) with recommendation. 5. Reported SB 129 (Sen. McCann) with recommendation. The Chair called the meeting to order at 9:06 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from March 6, 2025. Without objection, the minutes were adopted. The Chair brought up SB’s 111-114, and summarized the (S-1) version of SB 111. The Chair invited the following individuals to present testimony regarding SB’s 111-114: Cynthia Mifsud, Citizen – Support Jeff L. White, Citizen – Support SB 111-113 Jody White, Citizen – Support SB 111 Brenden Boudreau, Great Lakes Gun Rights – Oppose SB 111 Tom Lambert, Michigan Open Carry – Oppose SB 111 Lori Luoma, Self – Support Nicole Shannon, Michigan Elder Justice Initiative - Support Due to time constraints, all testimony cards submitted regarding SB’s 111-114 were considered read in for the record: Robert Kennedy, MI Guardianship Association – Support Matthew Miner, Oakland County Bar Association – Oppose SB 111 Brady Schickinger, MI Coalition for Responsible Gun Owners – Oppose SB 111 Todd Tennis, Elder Law & Disability Rights Section, State Bar of Michigan - Support The Chair entertained a motion by Sen. Wojno to adopt the (S-1) version of SB 111. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Shink to report SB 111 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana Nays: Sen.(s) Runestad and Johnson The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Irwin to report SB 112 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Santana to report SB 113 to the floor with recommendation that it pass. The Chair entertained a motion by Sen. Santana to report SB 114 to the floor with recommendation that it pass. The Chair brought up SB 129, and invited Sen. McCann and Teri Langley, of Disability Network of Michigan to summarize the bill for the committee. The cards were read of those individuals not wishing to present testimony regarding SB 129: Paige Fults, LARA – Support Michelle Roberts, Disability Rights Michigan – Support Mariah Walton, City of Ann Arbor – Support The Chair entertained a motion by Sen. Irwin to report SB 129 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana and Johnson Nays: Sen. Runestad The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
