- HOUSE OF REPRESENTATIVES COMMITTEE ON RULES REP. BILL SCHUETTE CHAIR COMMITTEE MEETING MINUTES Thursday, April 30, 2026 10:30 AM Room 428, State Capitol Building The House Committee on Rules was called to order by Chair Schuette. The Clerk read a letter dated April 21st, 2026, from House Speaker Matt Hall, which removed Representative Angela Witwer from the Committee on Rules, and appointed Representative Alabas Farhat the Minority Vice-Chair to the Committee on Rules. The Chair requested attendance to be called: Present: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus, DeBoer, Farhat, Liberati and Herzberg. Absent: None. Excused: None. Representative DeBoer moved to adopt the meeting minutes from April 16, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5074 before the committee: HB 5074 (Rep. Thompson) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 16903, 18111, 18223, 18233, and 18509 (MCL 333.16903, 333.18111, 333.18223, 333.18233, and 333.18509), section 16903 as amended by 2006 PA 388, section 18111 as amended by 2019 PA 96, section 18223 as amended by 2018 PA 24, section 18233 as amended by 1994 PA 234, and section 18509 as amended by 2004 PA 61, and by adding sections 18111a and 18227. Representative Thompson testified in support of HB 5074. Questions and discussions followed. Harris) A bill to regulate third-party litigation funding transactions; to require disclosures in those transactions; to establish the responsibilities of litigation funding companies and of attorneys; to require registration of litigation funding companies; to impose fees; to provide for the powers and duties of state governmental officers and entities; to prescribe civil fines and to provide remedies; and to require and allow the promulgation of rules. Representative Harris testified in support of HB 5281. Questions and discussions followed. Representative DeBoer moved to adopt substitute (H-1) to HB 5281. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus, DeBoer, Farhat, Liberati and Herzberg. Nays: None. Pass: None. Representative Schuette offered the following amendment to HB 5281 (H-1): 1. Amend page 19, line 12, after "promulgate" by striking out the balance of the line through the first "act" on line 13 and inserting "only those rules necessary to implement sections 11 and 12. Rules promulgated under this section must be promulgated". Representative Aragona moved to adopt the amendment to HB 5281. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus, DeBoer, Farhat, Liberati and Herzberg. Nays: None. Pass: None. Representative DeBoer moved to report HB 5281, as amended, as substitute (H-4).
